2018 Newsletter 

 

This newsletter is sent to every property owner to inform you of things that are happening in our community throughout the calendar year. It also serves as a notification to you that Access Fees for 2018 are due now.

 

2018Access Fees

The Access Fee is $235 which is DUE for the property you own in the Beechview

Recreational Development, Clifton TN. The Access Fees are due January 1st, 2018 through February 1st, 2018.  You owe at least one Access Fee even if your property is not being used or occupied. Property owners are required to pay an access fee for EVERY lot they own. If the lot is not being used, the access fees will be $100 for each lot after they pay for the initial $235 access fee for the first lot. An occupied lot is defined as a lot that has a house (being used or not), Travel Trailer, Pop Up, or RV on the lot for more than 2 weeks; you must pay an additional access fee for each one. We will periodically check to see if there are more campers on the lots then what was paid for, so please pay up front so no further actions have to take place.

All payments received after February 1st, 2018 will be assessed a $100 LATE FEE.  There will be NO EXCEPTIONS for late fees on access fee payments received after February 1st, 2018. If we do not receive payment or we receive payment but do not receive the late fee paid after February 1st, 2018, we will forward the names to our attorney for further legal action, which could result in liens, and other actions on your property. You will be required to pay ALL legal fees. If for some reason you believe you do not owe an access fee (sold the property or other reasons) please contact us in writing stating your claim and we will investigate it.

B.P.O.A Meetings

As per our By?Laws, the Board of Directors has scheduled the first B.P.O.A meeting for Saturday, April 7th, 2018. This meeting will be held at 10:00 AM, location to be determined. The Board of Directors will meet at 9:00 AM prior to the B.P.O.A meeting. In this meeting, we will be holding elections for the 2018 B.P.O.A Board of Directors (as per our By?Laws). There are 6 Board of Directors positions. There will be a short meeting for the newly elected Board right after the standard B.P.O.A meeting to elect the 2018 Officers, which consists of the President, Vice President, Secretary, and Treasurer.

We need EVERYONE in our community to get involved so we can continue to make positive changes that can impact each and every one of us. If there is one meeting that you can attend, please plan on attending this one. It has the most information and sets the direction for the Board for the upcoming year.

The B.P.O.A meetings for the remainder of the year are on the following dates:

We will provide the time, date, and place on those sites for when B.P.O.A determines the Fireworks for the 4th of July and the Chili Fest in October will be conducted.

The Bath House

 The bath house will be opened this season from May 19th, 2018 through September 9th, 2018 (unless communicated differently at one of the B.P.O.A meetings). We ask that property owners who sees anyone vandalizing the bath house or any property to contact a member of the Board as soon as possible.

Bath House Cleaning and Grass Cutting Bids for 2018

We are accepting bids for the Bath House cleaning and Grass Cutting for 2018. All bids need to be submitted prior to 9:00 AM on April 1st, 2018. The scope of the work is defined as followed:

Bath House:

  • Clean the Bath House once a week and other times as directed by the President
  • Clean toilets, showers, and sinks
  • Sweep and pick up any trash inside the Bath House

 

Grass Cutting:

  • Mow the grass at least every other week and other times as directed by the President
  • Mow the right?of?way on Beechview DR, WC Pickett Ln, and River Rd
  • Mow the entrance around the front sign and the area around the Bath House
  • Trim around all street signs

 

Boat Docks

Our dock is to be used by Property Owners and their guests to launch their boats. If you have a need to park you boat at the ramp, it should not be left tied up for more than 15 minutes and it should NOT restrict other boaters from using the ramp. The dock is NOT to be used for swimming, fishing or any other purpose. 

Projects Completed

The board had boat trailer stickers made for property owners only. NOT VISITORS. They are black and white. There is no parking for visitors in the boat trailer parking area. The board put up new signs for boat parking for landowners only. A ‘No Trespassing’ sign was installed also.

Thanks to everyone that paid early, dues, and the help of Doss Brothers carrying the balance of the bill, we got the roads finished. The balance of the bill is $8,720.00

The board also voted on keeping dogs on the owners’ property unless on a leash.  Reminder that quiet time is 12:00 AM? Midnight.

All payments received after Feb. 1, 2017 will be assessed a $100 LATE FEE.  There will be NO EXCEPTIONS for late fees on access fee payments received after Feb. 1, 2017.  If we do not receive payment or we receive payment but do not receive the late fee paid after Feb. 1, 2017, we will forward the names to our attorney for further legal action which could result in liens and other actions on your property.  You will be required to pay ALL legal fees.  If for some reason you believe that you do not owe an access fee (sold the property or other reasons) please contact us in writing stating your claim and we will investigate it.

Our dock is to be used by Property Owners and their guests to launch their boats.  If you have a need to park your boat at the ramp it should not be left tied up for more than 15 minutes and it should NOT restrict other boaters from using the ramp.  The dock is NOT to be used for swimming, fishing, or any other purpose.

 

Projects Completed

The Board elected to carry over the money from 2015 to 2016 for road improvements (on asphalt we covered as much as money allowed) and $12,265 dues paid in 2016 for 2017 to be applied to the roads. It will take about $48,000 more to tie both ends together.  The parts of the road that have not been asphalted are the roughest parts of the road.

 

If any land owner wishes to pay in advance for 2018 and apply to the roads, it will be marked for the roads only.

 

We put rock on the side of W.C. Pickett going down the hill to keep it from washing away the road. We also graveled some of the loop and graded it. We cut some ditches out to help with the washing problems.  Also, we installed speed bumps to help with speeders, we can buy more if needed.

Covenants Update:

We have the new updated Covenants posted on the Beechview website. We are 19 property owners shy of approving the covenants. If you have not voted on these yet please contact one the B.P.O.A Board Members. This will benefit all of the property owners now and in the future. It takes the recorded owners of two thirds (2/3) of lots in the development (If you own one lot you have one vote, if you own 5 lots you have 5 votes, and etc.) the property to approve the changes. The votes have to be notarized which we will have a few property owners that have that certification and will be available to notarize each signature.

Beechview Ownership has Changed:

 

Beechview Corporation (Tom Winkeler) has sold to Dave Parsons and Ed Burgoon who are now Beechview Properties LLC. The B.P.O.A has had several discussions with the new owners of Beechview.

 

The new owners have agreed to deed over the roads, Bathhouse (including the dumpster area) and the boat ramp (with some additional land on the edge of the point to widen the boat ramp in the future) to the B.P.O A. The rental camping lots and boat trailer parking lots have been offered for sale to the B.P.O.A. and no decision has been made which would take 2/3 of the property owners to approve this type of purchase.

 

At this time there is no decision that has been made on the Boat Trailer parking area for this summer. The new owners are not deeding that piece of property over to the B.P.O.A.  Property owners need to be prepared if that area is sold to someone else, you may have to take your trailers back to your lots because there will be no other area near the Boat Ramp to park.

 

It is also unknown if the new property owners will be renting any of the lots in the middle this summer.

 

The point has been sold and is now a private lot. The new owners will allow us to have our April meeting there but the location for future meetings it is unknown at this time.

Please do not be one of those who sits around their bonfires and complains about how things are done in our community but do NOTHING to help improve things or attend the B. P O. A. meetings. We ask for all of them to STEP UP, GET INVOLVED AND RUN FOR A BOARD POSITION!

TVA Has contact the B.P.O.A regarding boat docks along the river after they conducted an audit in Beechview. They have asked us to communicate that there are several docks that have not been issued a permit. They ask if you are one of them to please contact their office and they will work with you on getting a permit.

 

Changing the Covenants & Property Construction:

 

We wanted to make property owners aware that it is your responsibility to make sure that any structure on your property that is constructed meets the restrictions that are outlined in our Covenants. Also it is your responsibility to contact the local Utility Company to understand their restrictions. Any violations to these restrictions could result in the removal of that structure at the owner’s expense.

 

There have been several structures that have been erected in the last couple of years that are in direct violation of the current Covenants and some of them willfully built their covers with finished rooms knowing this.

 

As a Board we had a decision to make, whether to enforce the outdated Covenants and have those structures removed or attempt to update the current Covenants which allows some ability to build on the current camping lots with certain restrictions and compliance with TVA restrictions. We chose to work with an Attorney to change the Covenants.

 

 

 

We will have the new updated Covenants within the next few weeks. We have had a group that volunteered to work on these and made some great improvements that will benefit all of the property owners now and in the future. We will mail those out to each property owner in Beechview. We will conduct a meeting to roll this out and ask any questions regarding the changes. In Closing:

 

I’d like to thank those who have taken the time to help me make this community a better place to live and camp by donating their time and efforts to improve our community. This will be my last Newsletter as I am stepping down as President after serving as a Board member for the past 9 years. I am proud of what we have accomplish over the time that I served as president. We made some significant improvements in our meeting structure and how we conduct our business and our accounting measures. We made many improvements in our community such as, the new Boat Ramp, the New Dock, Many Road Improvements, Signage, Picnic Tables, Trash Dumpster Area and upgrades in the Bathhouse including having it cleaned. Here recently I was involved in rewriting the new proposed covenants and getting our new owners to agree to deed over to the B.P.O.A. the roads, boat ramp area and the bathhouse. I feel like I’m leaving the B.P.O.A. in a very good position and its time for someone new to take it from here! I wish the New Board Good Luck and remember it takes all of us working together to make change happen!

Beechview’s 2014 Newsletter

                                                  

 

This newsletter is sent to every property owner to inform you of things that are happening in our community throughout the calendar year. It also serves as a notification to you that the Access Fees for 2014 are due now.

2014 Access Fees are due NOW:

The Access Fee is $215 which is DUE for the property you own in Beechview Recreational Development, Clifton Tn. The Access fees are due Jan. 1, 2014 through June 1, 2014. Access fees must be paid for each and every occupied lot.  You are also PAST DUE for the previous 2 year’s Access Fees and Lawyer fees for a total of $600.00. You owe at least one Access Fee even if your property is not being used or occupied. An occupied lot is defined as a lot that has a House (being used or not), Travel Trailer, or an RV on the lot for more than 2 weeks. If you have more than one Travel Trailer or RV on a lot for more than two weeks, you must pay an additional access fee for each one. Pop-Up campers and Tents are not included. We will periodically check to see if there are more campers on the lots then what was paid for, so please pay up front so no further action has to take place.

All payments received after the June 1st, 2014 date will be assessed a $50 late fee. If we do not receive payment, we will forward the names to our attorney for further legal action which could result in Liens and other actions on your property and you will be required to pay ALL legal fees. If for some reason you believe that you do not owe an access fee (sold the property or other reasons) please contact us in writing stating your claim and we will investigate it.

B.P.O.A. Meetings:

As per our By-Laws, the Board of directors has scheduled a B.P.O.A. meeting for Saturday April 5, 2014. This meeting will be held at the point at 10:00 am. The Board of Directors will meet at 9:00am prior to the B.P.O.A. meeting. In this meeting we will be holding elections for the 2014 B.P.O.A. Board of Directors (as per our By-Laws). There are 6 Board of Director Positions. There will be a short meeting for the newly elected Board of Directors right after the standard B.P.O.A. meeting to elect the 2014 Officers which consist of the President, Vice President, Secretary, and Treasurer.

We need EVERYONE in our community to get involved so we can continue to make positive changes that can impact each and every one of us. If there is one meeting that you can make please plan on attending this meeting because it has the most information and sets the direction for the Board for the upcoming year. So we ask you, please get involved and attend the B.P.O.A. meetings.    

The B.P.O.A. meetings for the remainder of the year are on the following dates and held at the point:

Saturday June 7, 2014 at 10:00am

Saturday August 2, 2014 at 10:00am

Saturday October 4, 2014 at 10:00am

 

Loud Noise After Hours:

We know that everybody comes here to have a good time but we ask that you be respectful to your neighbors. We are asking that you tone it down and be respectful after midnight. This also goes for running ATV’s up and down the roads after midnight.  If you are planning a party please let your neighbors know what’s happening in advance. The Board of Directors has not invoked a quiet time at this time and this past year was better than most. So let’s continue to be aware of the situation and be respectful to everyone who owns property in Beechview.

ATV Traffic:

We are asking that property owners to continue to monitor the speed of your children and guest on ATV’s within Beechview. There are posted speed limit signs so please follow the speed limit so we do not have to get the local authorities involved. It is all of our responsibility to police this issue. If there are still issues please contact one of the Board of Directors. The last thing we all want is to have someone get hurt or personal property being destroyed.   

The Bath House:

The bath house will be opened this season from May 17, 2014 through Sept 7, 2014. We ask that property owners who sees anyone vandalizing the bath house or any property to contact a member of the Board of Directors as soon as possible.

Bath House Cleaning and Grass Cutting Bids for 2014:

We are accepting bids for the Bath House & Dumpster cleaning and Grass Cutting for 2014. All bids need to be submitted prior to 9:00 am on April 5, 2014.

The scope of work is defined as follows:

          Bath House & Dumpster Area:

·         Clean the Bath House every Friday and Sunday Morning and other times as directed by the President

·         Clean Toilets, showers, and sinks

·         Sweep and pick up any trash

·         Empty Trash as needed

·         Wash floors once a week (Walls as needed)

·         Cleaning Supplies will be furnished

·         Keep trash picked up around the Dumpster & Sweep it out as needed

·         Winterize and De-winterize the Bath House

Grass Cutting:

·         Mow the grass at least every other week and other times as directed by the President

·         Mow the right a ways on Beechview Dr, Pickett Ln, and River Rd

·         Mow and trim the Point, the entrance around the front sign  and the area around the Bath House

·         Trim around all street signs

 

Boat Ramp:

Our dock is to be used by Property Owners and their guest to launch their boats. If you have a need to park your boat at the ramp it should not be left tied up for more than 15 minutes and it should NOT restrict other boaters from using the ramp. The dock is NOT to be used for swimming, fishing or any other purpose other than launching a boat. It is all of our responsibility to police the usage of this area. If there are still issues please contact one of the Board of Directors.

Property Construction:

We wanted to make property owners aware that it is your responsibility to make sure that any structure on your property that is constructed meets the restrictions that are outlined in our Covenants. Also it is your responsibility to contact the local Utility Company to understand their restrictions. Any violations to these restrictions could result in the removal of that structure at the owner’s expense.

As discussed in our the October 2013 B.P.O.A. a request was made to establish a building committee that would be responsible to administer building construction provisions of our covenants which include construction material, square footage, easement rules and etc. If you have interest in serving on that committee please notify one of the Board of Directors.

 

 4th of July Fireworks:

The annual Beechview 4th of July Fireworks show will be on FRIDAY July 4th at dust (Weather Permitting). If anyone would like to donate to the firework show please contact any one of the Board Members.

Boat Trailer Parking:

Only Beechview Property Owner vehicles with a watercraft trailer attached are allowed to park in the designated area. Cars without a trailer are prohibited from parking in the Boat Trailer parking area and could be towed at the owner’s expense. The trailers must have a Beechview sticker on the trailer or have a temporary visitor pass in their vehicle window. Vehicles will be ticketed and repeat offenders will be towed at the owner’s expense. If you do not have a sticker for your trailer please see any one of the Board of Directors.

 

Road Projects:

The Board will have discussion at the April meeting to determine what road projects will be completed in 2014.  We will try to have whatever work is agreed to be completed by Memorial weekend but no later than the 4th of July weekend (weather permitting).

Beechview’s Annual “Chili Fest”:

All property owners and their guest are invited to our annual Chili Fest”. Please bring your favorite chili dish, serving spoon, and lawn chairs. The B.P.O.A. will provide drinks, bowls and other necessary items. If you are cooking challenged, come anyway there is always more than enough. The event is scheduled for Saturday October 4, 2014 at 1:00pm at the point. In case of rain we will try again Sunday, same time. Hope to see you all there!

Changing the Covenants:

We had discussed at our the October 2013 B.P.O.A. meeting on getting a committee to work on the language and meeting with an attorney to research what we can legally change in those provisions. If you are interested in joining this committee please contact any one of the Board Members.

I’d like to thank those who have taken the time to help me make this community a better place to live and camp by donating their time and efforts to improve our community. For change to happen in our community it takes involvement from everyone and as the old saying goes “If you always do what you've always done, you will always get what you've always got”.

The dumpster gets emptied every other Friday. We want to make sure that all property owners are aware that these dumpsters are for normal household trash. Building supplies and other miscellaneous big items are not allowed in the dumpster unless you get approval from the President or Vice President of the Board of Directors.

Petition to abolish the B.P.O.A.:

            Some of you may have received a petition from Julian Moore regarding abolishing the B.P.O.A. I’d like to clear up some of the confusion that her and her attorney have regarding how we operate as a Board of Directors and the B. P. O A. Her attorney obviously had only the information that she had provided to him which was far from complete. In my opinion, it was unfair of him to give an opinion with the lack of information and misinformation that was provided to him. There are minutes for every decision, election and actions the B.P.O.A. has taken. The B.P.O.A. has operated within the confines of the laws pertaining property owners associations per our attorney. The letter pretty much made it clear that they are confused regarding how and what decisions are made by the Board of Directors and the B.P.O.A.

           

            Our By-laws that were reference in her letter dictate how we operate as Property Owners Association I.E.; Members in Good Standing, Elections, Quorums, Communications, Enforcement of the Covenants and Roles and Responsibilities. The decisions that the Board of Directors are responsible for are managing the access fee money and determining what maintenance and enhancements that need to be completed for the development as per the Assignment and Agreement (Addendum to the Covenants)  dated Oct. 2, 2000.  

            The Covenants (The Legal Document name is Conditions, Covenants and Restrictions) govern what you can and cannot do with your property I.E.; Building restrictions, Land use, Easements and Water & Sewer conditions. Any changes to the Covenants require two-thirds (2/3) of lot owners to agree to make a change. The past example of this was the collection of signatures of two-thirds (2/3)of lot owners that allowed toppers to be put over campers.

            The B.P.O.A. has NOT and does NOT make any decisions regarding changes to the Covenants. The B.P.O.A. is responsible for the enforcement of those rules only and any changes would require the two-thirds (2/3) vote of the Lot Property Owners.

            So as you can see there is a difference in the 2 documents and how we make decisions. The Board of Directors can agree that there are aspects of how the Covenants were set up that we don’t like as well.  But if we were to abolish the B.P.O.A. as suggested by Julian Moore, the management of the access fees would go back to the Beechview Corporation and they would be solely responsible for any maintenance and enhancements and increases to those fees without ANY involvement/voting of the Property Owners. The Beechview Corporation would only be required to come to us for a vote if there were any changes to the covenants which would require the two-thirds (2/3) vote .

             If you or anyone has a concern on how we are managing the B.P.O.A. please get involved, get on the board, and attend all of the meetings to know what is going on. I just wish the couple of Property Owners who have this issue would have spent their time, energy and money that was spent on this and re-direct it toward improving our community and stop living in the past. As the old saying goes: Be careful what you ask for…

2012 Access Fees are now due:

            This is a courtesy notice to inform you that your 2012 Access fees are due. The Board of Directors approved an increase of $20 to the access fees for 2012 which was reviewed at the B.P.O.A. meeting in October. The new amount is $215 which is DUE for the property you own in Beechview Recreational Development, Clifton Tn. The Access fees are due now through June 1, 2012. Access fees must be paid for each and every occupied lot.  You owe at least one Access Fee even if your property is not being occupied/used. An occupied lot is defined as a lot that has a House (being used or not), Travel Trailer, or an RV on the lot for more than 2 weeks. If you have more than one Travel Trailer or RV on a lot for more than two weeks, you must pay an additional access fee (Pop-Up campers and Tents are not included) for each one. We will periodically check to see if there are more campers on the lots then what was paid for, so please pay up front so no further action has to take place.

            All payments received after the June 1st, 2012 date will be assessed a $25 late fee. If we do not receive payment, we will forward the names to our attorney for further legal action and you will be required to pay additional fees. If for some reason you believe that you do not owe an access fee (sold the property, paid already, or other reasons) please contact us in writing stating your claim and we will investigate it.

B.P.O.A. Meetings:

       As per our By-Laws, the Board of directors has scheduled a B.P.O.A. meeting for Saturday April 7, 2012. This meeting will be held at the point at 10:00 am. This meeting is for the purpose of holding elections for the 2012 B.P.O.A. Board of Directors (as per our By-Laws). We will also review and distribute the 2011 expenditures and discuss future projects. All property owners who are current on their 2011 access fees are eligible to attend the meeting and run for one of the Board of Director positions. There will be a short meeting for the newly elected Board of Directors right after the standard B.P.O.A. meeting to elect the 2012 Officers.

            Don’t be one of those who sit back and complain and never come to the meetings or get involved. We need EVERYONE in our community to get involved so we can continue to make positive changes. So please plan on attending this important meeting.

Petition to abolish the B.P.O.A.:

            Some of you may have received a petition from Julian Moore regarding abolishing the B.P.O.A. I’d like to clear up some of the confusion that her and her attorney have regarding how we operate as a Board of Directors and the B. P. O A. Her attorney obviously had only the information that she had provided to him which was far from complete. In my opinion, it was unfair of him to give an opinion with the lack of information and misinformation that was provided to him. There are minutes for every decision, election and actions the B.P.O.A. has taken. The B.P.O.A. has operated within the confines of the laws pertaining property owners associations per our attorney. The letter pretty much made it clear that they are confused regarding how and what decisions are made by the Board of Directors and the B.P.O.A.

           

            Our By-laws that were reference in her letter dictate how we operate as Property Owners Association I.E.; Members in Good Standing, Elections, Quorums, Communications, Enforcement of the Covenants and Roles and Responsibilities. The decisions that the Board of Directors are responsible for are managing the access fee money and determining what maintenance and enhancements that need to be completed for the development as per the Assignment and Agreement (Addendum to the Covenants)  dated Oct. 2, 2000.  

            The Covenants (The Legal Document name is Conditions, Covenants and Restrictions) govern what you can and cannot do with your property I.E.; Building restrictions, Land use, Easements and Water & Sewer conditions. Any changes to the Covenants require two-thirds (2/3) of lot owners to agree to make a change. The past example of this was the collection of signatures of two-thirds (2/3)of lot owners that allowed toppers to be put over campers.

            The B.P.O.A. has NOT and does NOT make any decisions regarding changes to the Covenants. The B.P.O.A. is responsible for the enforcement of those rules only and any changes would require the two-thirds (2/3) vote of the Lot Property Owners.

            So as you can see there is a difference in the 2 documents and how we make decisions. The Board of Directors can agree that there are aspects of how the Covenants were set up that we don’t like as well.  But if we were to abolish the B.P.O.A. as suggested by Julian Moore, the management of the access fees would go back to the Beechview Corporation and they would be solely responsible for any maintenance and enhancements and increases to those fees without ANY involvement/voting of the Property Owners. The Beechview Corporation would only be required to come to us for a vote if there were any changes to the covenants which would require the two-thirds (2/3) vote .

             If you or anyone has a concern on how we are managing the B.P.O.A. please get involved, get on the board, and attend all of the meetings to know what is going on. I just wish the couple of Property Owners who have this issue would have spent their time, energy and money that was spent on this and re-direct it toward improving our community and stop living in the past. As the old saying goes: Be careful what you ask for…

 

ATV Traffic:

            We are asking that property owners to continue to monitor the speed of your children on ATV’s within Beechview. There are posted speed limit signs so please follow the speed limit so we do not have to get the local authorities involved. The last thing we all want is to have someone get hurt or personal property being destroyed.

      

The Bath House:

            The bath house will be opened this season from May 1st though October 31st. We are accepting bids for the bath house cleaning and grass cutting again this year. We ask that property owners who see anyone vandalizing the bath house or any property to contact a member of the Board of Directors as soon as possible.

Trash:

       The dumpster get emptied every other Friday. We want to make sure that all property owners are aware that these dumpsters are for normal household trash.. Building supplies and other miscellaneous big items are not allowed in the dumpster unless you talk to one of the Board of Director Officers and get approval.

            Our dock is to be used for boaters to launch their boats. BEECHVIEW’S 2011 NEWSLETTER

 

                We are excited for the summer camping season to start. This newsletter will describe the Beechview events and dates for this calendar year. Due to the ongoing cost this will be the only notification you will receive from the B.P.O.A. this year which includes your access fee notice. Please check our website at www.beechview.net  for any updates to our community. Please keep a copy of this newsletter to remind yourself of the B.P.O.A. Meetings and events.

           

2011 Access Fees are now due:

            This is a courtesy notice to inform you that you’re 2011 Access fees in the amount of $195 are DUE for property you own in Beechview Recreational Development, Clifton Tn. The Access fees are due now through June 1, 2011. Access fees must be paid for each and every occupied lot.  You owe at least one Access Fee even if your property is not being occupied/used. An occupied lot is defined as a lot that has a House (being used or not), Travel Trailer, or an RV on the lot for more than 2 weeks. If you have more than one Travel Trailer or RV on a lot for more than two weeks, you must pay two access fees (Pop-Up campers and Tents are not included). We will periodically check to see if there are more campers on the lots then what was paid for so please pay up front so no further action has to take place.

            All payments received after the June 1st, 2011 date will be assessed a $25 late fee. If we do not receive payment, we will forward the names to our lawyer for further legal action. If for some reason you believe that you do not owe an Access fee (sold the property, paid already, or other reasons) please contact us in writing stating your claim and we will investigate it.

Beechview Property Owners Association Address:

            Currently we still have the P.O. Box 866 address for the B.P.O.A. but we will be installing a locking Mailbox across from the Bath House this spring. Our new address after June 1, 2011 will be 198 Beechview Drive. Property Owners will be able to drop their Access Fee’s in that Mailbox in the future. In the meantime please continue to use the P.O. Box 866 for any mailings to the B.P.O.A. until after June 1, 2010.

 

Beechview Website:

       We have recently updated our website which makes it easier to navigate through the pages. Please check the website periodically for any community updates though out the year. The website has our Covenants, ByLaws, Past Newsletters, Area Links and other useful information about our community. If you would like to add some of your pictures to our website or you would like to see anything added to it, please email us on the website.

 

B.P.O.A. Meetings:

       As per our By-Laws, the Board of directors has scheduled a B.P.O.A. meeting for Saturday April 2, 2011. This meeting will be held at the point at 10:00 am. This meeting is for the purpose of holding elections for the 2011 B.P.O.A. Board of Directors. Several current Officers and Board Members who have served on the board for a few years are stepping down to allow for new owners that want to get involved. We will also review the 2010 expenditures and discuss future projects. All property owners who are current on their 2010 access fees are eligible to attend the meeting and run for one of the Board of Directors positions. There will be short meeting for the newly elected Board of Director’s right after the standard B.P.O.A. meeting to elect the 2011 Officers. Don’t be one of those who sit back and complain and never come to the meetings or get involved, we need EVERYONE in our community to get involved so we can continue to make positive changes. So please plan on attending this important meeting.

           

The B.P.O.A. meetings for the remainder of the year are on the following dates and held at the point:

Saturday June 4, 2010 at 10:00am

Saturday August 6, 2010 at 10:00am

Saturday October 1, 2010 at 10:00am

 

ATV Traffic:

            We are asking that property owners please monitor the speed of your children on ATV’s within Beechview. There is a posted speed limit so please follow the speed limit so we do not have to get the local authorities involved. The last thing we all want is to have someone get hurt or personal property being destroyed.

 

Bath House:

       The bath house will be opened this season from May 1st though October 31st. We ask that property owners who see anyone vandalizing the bath house to contact a member of the Board of Directors as soon as possible.

 

Trash:

       The dumpsters get emptied every other Friday. We want to make sure that all property owners are aware that these dumpsters are for normal household trash. We had a few occasions where someone was throwing their fish guts in the dumpsters last year which made for a stinky mess for 2 weeks, so please NO FISH GUTS in the trash dumpsters. Building supplies and other miscellaneous big items are not allowed in the dumpsters.

 

Boat Ramp:

            Our dock is to be used for boaters to launch their boats. If you have a need to park your boat at the ramp it should not be left tied up for more than 15 minutes and it should NOT restrict other boaters from using the ramp. The dock is NOT to be used for swimming, fishing or any other purpose other than launching a boat.

 

Boat Trailer Parking:

            Only Beechview property owner vehicles with a watercraft trailer attached are allowed to park in the designated area. The trailers must have a Beechview sticker on the trailer or have a temporary visitor pass in their vehicle. Vehicles will be ticketed and repeat offenders will be towed at the owner’s expense. If you do not have a sticker for your trailer please see Tony Mills on River Rd or email us with your request. Unauthorized vehicles without trailers are subjected to be towed at the owner’s expense. You must have a BEECHVIEW sticker on your watercraft trailer to park here.

NO CARS OR TRUCKS WITHOUT TRAILERS ARE ALLOWED TO PARK IN THIS AREA PAST THE DESIGNANTED SIGN!

Your license plate number has been recorded to prevent future violations. If future violations occur the Sheriff’s Department will be notified and the vehicle may be towed at the owner’s expense.

Selling your property:

            When selling your property, please notify B.P.O.A. of the change of ownership, so we can keep our records updated.  You can notify a board member or e-mail us at www.Beechview.net.

 

4th of July Fireworks:

            The annual Beechview fireworks show will be on Sunday July 3rd at dust in the same location as last year. If anyone would like to donate to the firework show please contact any one of the board members.

 

Beechview’s Annual “Chili Fest”:

            All property owners and their guest are invited to our annual “Chili Fest”. Please bring your favorite chili dish, serving spoon, and lawn chairs. The B.P.O.A. will provide drinks, bowls and other necessary items. If you are cooking challenged, come anyway there is always more than enough. The event is scheduled for Saturday October 1, 2010 at 1:00pm at the point. In case of rain we will try again Sunday, same time. Any questions please contact Ann Farrell. RV Lots for Rent:

       Beechview Corporation has RV lots for rent next to the bath house. These lots have water and electric and are rented by the day, week, month or the summer season. Please call (931) 676-7421 for reservations.

 

T-Shirts:

            We are going to research the cost of selling T-Shirts with the Beechview name on them with a couple of different artwork styles to choose from. This will be reviewed by the Board of Directors and if approved we will post the details on the website.

 

In Closing:

            I’d like to thank everybody who has helped in the past by donating their time since I’ve served as President. None of us are paid to serve on the board but we all have a common goal which is to improve our community.  I look forward to working with the new B.P.O.A. leadership in 2011 to make our community a better place for all of us to enjoy.

2010 Access Fees are due:

                This is a courtesy notice to inform you that you’re 2010 Access fees in the amount of $195 are DUE for property you own in Beechview Recreational Development, Clifton Tn. The Access fees are due now through June 1, 2010. Access fees must be paid for each and every occupied lot.  You owe at least one Access Fee even if your property is not being occupied/used. An occupied lot is defined as a lot that has a House (being used or not), Travel Trailer, or an RV on the lot for more than 2 weeks. If you have more than one Travel Trailer or RV on a lot for more than two weeks, you must pay two access fees (Pop-Up campers and Tents are not included).

                All payments received after the June 1st, 2010 date will be assessed a $25 late fee. If we do not receive payment, we will forward the names to our lawyer for further legal action. If for some reason you believe that you do not owe an Access fee (sold the property, paid already, or other reasons) please contact us in writing stating your claim and we will investigate it.

B.P.O.A. Meeting:

All property owners who are current on their 2009 access fees are eligible to attend the meeting and run for one of the Board of Directors positions. There will be short meeting for the newly elected Board of Director’s right after the standard B.P.O.A. meeting to elect the 2010 Officers. So please plan on attending this meeting and consider running for a position to help improve our community.

New Boat Dock:

                The Board of Directors has approved the purchase of a new dock. Anybody who used the dock last year knows the safety hazards we had with the dock. At the time of this publication the fabrication is completed on the new dock and dismantling of the old will take place shortly and the new dock will be installed thereafter. The board has agreed to conduct a silent auction for the entire old dock which will be stacked up near the dumpster. It will be the new owner’s responsibility to have it moved within two weeks after the auction has ended. Any property owner s who is interested in the old dock can place a bid on it by submitting in writing their bid including their name and lot number and mail it to the above address no latter then April 2, 2010. We will announce the winner at the B.P.O.A. Meeting.

In Closing:

             I like to thank everybody who has helped and donated their time and effort since I’ve served as President.  I Plan on stepping down as President at the April meeting and I will work with the new leadership to ensure there is a smooth transition. I can say that I’m proud of the improvements that we as a Board have made to our community such as; New boat ramp, New boat dock, New signage, Road improvements, Bylaws rewritten that allows for all owners to participate in B.P.O.A. meetings, New website, Bath House Painted and kept clean, and Improved trash capacity. There is still more to improve but it will take all of us working together not just a few to make our community a better place for all of us to enjoy.                                              Tony Mills

Property Owners Meeting:
            The next B.P.O.A. is scheduled for Saturday October 3, 2009 at 10:00 am at the point as outlined in our bylaws.
 
Beechview’s Annual “Chili Fest”:
            We would like to invite all property owners and their guest to our annual “Chili Fest”. Please bring your favorite chili dish, serving spoon, and lawn chairs. The B.P.O.A. will provide drinks, bowls and other necessary items. If you are cooking challenged, come anyway there is always more than enough. The event is scheduled for Saturday October 3rd at 1:00pm at the point. In case of rain we will try again Sunday, same time. We had a great turn out last year and we are looking for a better turn out this year. Any questions please contact Ann Farrell. Hope to see you all there.
 
Gate System for Beechview:
       After several discussions and research done on the cost of an installed gate system, the Board of Directors have agreed to table the issue at the present time. There are a few significant issues that have to be addressed. The main request for a gate system was for security purposes, but after discussions at the board meeting we uncovered 2 other entrances into Beechview from BeechCreek Loop. Anybody could still access Beechview through anyone of those entrances. There are a few other issues regarding breakdowns (Who maintains and overrides the system in the event of a breakdown on any given day or night) and the on-going maintenance cost.  Until we can solve these issues we cannot provide you, the property owners the information needed to make an informed decision. We will keep the property owners updated on the gate system as these issues are resolved.

Boat Ramp Update:
                The boat ramp is still under construction. We have had issues with 2 different contractors that were to complete the project. At this time we lack a 12’ to 14’ section that has to be poured. Tony Clark and Eric Potts agreed to finish this project and have volunteered a lot of time and effort to getting this project done. We have run into a problem with the water levels being too high to complete the concrete work. Worst case is that we will have to pour some crushed gravel between the sections so the ramp can be used this summer and then pour the rest of the concrete in the fall. We will have a useable ramp for this summer. The hump at the end of the ramp is gone and we have added length to the end of the ramp which will help launching your boats during lower water levels. Remember if you do not have a sticker for your boat trailer please see Tony Mills on River Rd or email us with your request. Unauthorized vehicles are subjected to be stickered and towed at the owner’s expense.

Property Owners Meeting:
            The B.P.O.A. had a meeting for all property owners on Saturday August 23, 2008 and we had approximately 50 people attend. The purpose of the meeting was to discuss the board’s ideas for improvements for 2009 to the roads, bath house, boat ramp, access fees requirements for 2009, and etc. We were pleasantly surprised at the number of property owners that attended the meeting and we hope to get more owners involved in improving our community. One of the things that were discussed was the increase in the access fees for 2009. The access fees will be increase to $195 for 2009. As a board it was also agreed that we will not charge the $35 membership fee for joining the B.P.O.A. Once a Property Owners has paid their access fees they would become members of the B.P.O.A. and have rights as a member under our Bylaws. Information on the 2009 access fees which are due starting in January through June 1st, 2009 will be
mailed out in December.

Boat Ramp Update:
       We are currently working on making improvements to the boat ramp. By the time you receive this letter we hope that work on the ramp will have begun if Mother Nature cooperates. The plan is to cut out the hump at the bottom of the ramp and leveling out the slope. We are also adding on to the end of the ramp which will help launching your boats during low water levels. Stay tuned for further updates.
